Bulgarian Black Sea Shoreline is exclusive state property which cannot be declared private |
Parliament passed conclusively Thursday texts from the Bulgarian Black Sea Shoreline Development Bill. According to one, sea beaches shall become exclusive state property which cannot be declared private.
Public state property that cannot be declared private includes shore protection facilities and systems for protection of the harmful impact of waters, with the exception of those constructed on state property beyond that limits of nucleated settlements.
Sea beaches and their adjacent waters may be awarded under concession for a period of 10 years under the procedure of the Concessions Act, according to another text passed today.
Other texts refer to the width of the adjacent waters, which cannot exceed 200 m. Concessionaires will be obliged to provide the mandatory activities and free access to the beach and should place indicative signs with schemes depicting the individual zones and the conditions of each particular concession.
The bill was tabled in Parliament in indication of Bulgaria’s commitment to the UN AGENDA 21 and the Convention on the Protection of the Black Sea against Pollution.
